Rupert Bear has appeared as a cartoon strip in the Daily Express, and in numerous books - but I rememeber him from the TV (puppet?) show, and his adventures in his flying car. Ruperts mates were Bill Badger, Algy Pug, Ping Pong, and Edward Trunk - The horrific twig-creature thing is Raggerty - the cartoon doesn't really do him justice - the TV show model was terrifying and gave me nightmares for years !
